Jiang: China supports Palestinian, Arab cause
(04/29/2002) (xinhua) The
China Daily reports:
The Chinese government and people firmly support the
just cause of the Palestinian and Arab people, said Chinese President Jiang
Zemin at a meeting in Beijing Monday morning with visiting Lebanese Prime
Minister Rafik Hariri.
Jiang condemned Israel for its refusal to implement
United Nations resolutions, its invasion of Palestinian-controled areas and
restriction of the freedom of President Yasser Arafat, who is an old friend of
the Chinese people.
As a permanent member of the UN Security Council, China
would continue to make efforts to realize a just and lasting peace in the
Mideast, said Jiang.
During the meeting, Hariri, who is on a three-day
official visit to China as a guest of Chinese Premier Zhu Rongji, briefed Jiang
on the Middle East situation.

UK Cannabis laws to be relaxed
David Blunkett has insisted that moves to slacken UK laws on cannabis do not
signal any intention to decriminalize the drug.
The home secretary told a Commons committee on Tuesday of his wish to
re-classify cannabis from a class 'B' to a class 'C' drug, putting it on a par
with anabolic steroids.
The proposals - to be put before the Advisory Council on the Misuse of Drugs -
have been welcomed by the pro-cannabis lobby.
But anti-drugs campaigners fear the move will encourage drug use and cause
health problems.
Mr Blunkett says the aim is to free police to concentrate on harder drugs and
improve current legislation.
He said the move "avoided the absurdity of 68% of police time going on cannabis
actually to no effect".
In a parallel move, licensing of cannabis derivatives for medical use - such as
the relief of multiple sclerosis symptoms - will be given government backing if
current trials prove successful.
But Mr Blunkett insisted on BBC Radio 4's Today programme on Wednesday: "I think
that it is very important that people don't misunderstand.
"There is no intention by me, or by other ministers or the prime minister, that
we legalize or decriminalize."
Police resources say:
Cannabis possession and supply would remain a criminal offence, attracting
maximum sentences of five years for supply and two years for possession.
But rather than arresting people caught with cannabis, police will be more
likely to issue a warning, a caution or a court summons.

Mr Blunkett announced the shift while giving evidence to the House of Commons
Home Affairs Select Committee.
"To have credible policy in treatment and harm minimization and above all
consistency in law enforcement and policing, we believe it is right to look at
the re-categorization of cannabis."
He said it would allow police to "concentrate their resources" on class 'A'
drugs such as crack-cocaine and heroin.
Mr Blunkett said he would not be following other calls to downgrade LSD and
ecstasy as well.
He said the re-categorization of cannabis was supported by the Metropolitan
Police Commissioner, Sir John Stevens, and "many of those engaged in law
enforcement across the country".
If the advisory committee reports back within three months, Mr Blunkett could
make a final decision on the proposals next spring.
Dealer's charter
Conservative former home secretary Ann Widdecombe said she was concerned it
could signal a more tolerant official attitude towards cannabis and become a
"dealer's charter".
Professor John Henry, of St Mary's Hospital warned cannabis was harmful and
could affect people's ability to manage their lives and affect memory.
Anti drugs campaigners fear the move will encourage drug use
Gail McKann, of Mothers Against Drugs, believes it will encourage young people
to ruin their health.
"Up until now everything we have heard from the government is about a war on
drugs," she said.
"This makes a mockery of everything they have said."
Legalization
Former health minister Jon Owen Jones, whose bill to legalize cannabis comes
before the House of Commons on Friday, said: "This is the first step towards a
sensible drug policy as well as an acknowledgement that the present policies are
not working."
But Tory MP Peter Lilley says the government should have the courage to go
further and back legalization of cannabis.
"Break the link between the supply of cannabis and the supply of hard drugs," he
said.
"By leaving cannabis still illegal it means people can only get it from the same
criminal gangs that are likely to push hard drugs on young people."

A Muslim imam, calling on Allah to "annihilate the Jews and their supporters,"
envisioned a day when all the lands of the earth will be "owned by the Muslim
nation," in his Friday sermon last week, broadcast live on Palestinian Authority
television.
Sheikh Ibrahim Madhi's sermon at the Sheikh 'Ijlin Mosque in Gaza City was
translated by the Middle East Media Research Institute, an independent group
based in Washington, D.C.
Madhi said:
"Oh, beloved of Allah. [In the Friday sermon] two weeks ago, I bore in your name
a blessing of love to the crowns upon our heads, [that is] to the Arab and
Muslim rulers. Among other things, I said: 'Oh crowns upon our heads: If Sharon
spat in your faces, what would you do?' Today I apologize for these words,
because Sharon has not only spat on the heads of the nation, but also trampled
us underfoot."

days, we will enter Jerusalem as conquerors, enter Jaffa as conquerors, enter

RED HEIFER BORN IN ISRAEL
Red Heifer Born in Israel
(IsraelNN.com) In these days of difficulty for the Land of Israel,
there is encouraging news as well...
It can now be revealed that less than one month ago, a red heifer was born
in Israel.
After the heifer's owner contacted the Temple Institute, on Friday, April
5th, 2001, Rabbi Menachem Makover and Rabbi Chaim Richman traveled to the farm where the heifer is located, to inspect and validate her status. The rabbis found
her to be kosher and were satisfied that this heifer could indeed be a candidate to be
used in the process of purification described in the book of Numbers, chapter 19.
This is a prerequisite for the rebuilding of the Holy Temple.
Tradition records that a red heifer in our generation is a herald of the
Messianic era. It is certainly an important development towards the rebuilding of the Holy
Temple. Our sages taught that Israels redemption can be compared to the
dawn. "In the beginning, it progresses very slowly...but as it continues, it grows
brighter and brighter."

FDA Clears Implantable Chip

WASHINGTON
A company plans to begin selling a computer ID chip that can be embedded
beneath people's skin, now that the Food and Drug Administration has said it
will not regulate the implant as long as it contains no medical data.
Applied Digital Solutions Inc. designed the VeriChip about the size of a grain
of rice to hold information that could be read with special electronic
scanners. The company has touted the chip as a potential way to hold a person's
medical records or security codes. Applied Digital had heical device chief, Dr.
David Feigal, who made clear that the agency could step in at that point. If
someone is unconscious in an emergency room and implanted medical records are
outdated, that could be more dangerous than if doctors had no information, he
said. Feigal urged companies considering such health-related implants to consult
with the FDA. For now, the VeriChip will bear only an identification number,
said David Hughes of Technology Sourcing International, a consulting firm
helping Applied Digital in its discussions with the FDA. But that ID code could
be cross-referenced with a database to detail any kind of information. The
company said production would begin immediately. VeriChip emits a radio signal
and has been derided by some for its "Big Brother" implications. Applied Digital
has said it could prove invaluable in emergency situations when someone is
either unconscious or cannot otherwise give information. VeriChip is expected to
sell for about $200. A scanner used to read information contained in the chip
would cost between $1,000 and $3,000. A doctor would insert the chip with a
large needle-like device.
